European Union nationals traveling to another European Union country Inside the European community, personal belongings can circulate freely, but but some goods need to be specifically declared. This is the case for firearms, goods with double use (civilian and military), cultural objects (art work), endangered animal and flora species, live animals and animal products, drugs, wine, alcohol, tobacco, etc. You can buy goods for personal use in other E.U. countries without limit as to quantity or value. The price you pay is the purchase price in that country including VAT, except for the purchase of new cars, which is subjected to the VAT tax-rate of the country to which it is delivered. Non-European Union nationals and travel to non-European Union countries If you do not opt for a residency change: You may transfer all your personal belongings to France under the temporary admission clause. When you go through French customs, you must declare all objects concerned (stereo, computer, etc...) with their proof of purchase, and proof of your limited stay in France. A customs officer will ask you to sign a clearance receipt ("acquis à caution") which commits you to re-export all your goods upon your departure from France. You must pay a security deposit which will be handed back to you at your departure upon presentation of your belongings. During your stay, you are not allowed to sell or give any declared object. The previous procedure is not valid in the case you choose to change your country of residence. Ask the customs office directly.
