Yes. With the " Protocole d’Accueil " and the " Scientific " status , your spouse will be able to obtain a visa for a short stay mentioning " Conjoint de scientifique " (Scientist's spouse) and  mentioning " Residency permit to be requested upon entry in France " (35 euros). Once in France, your spouse will be given a residency card mentioning " Vie privée et familiale "  (private and family life). This card will even allow your spouse to work in France ! If your children are listed on your passport or your spouse's passport, this must be brought to the attention of the consulate when you are requesting your visa. If your children have their own passport, then you need to request for them a visa for a long stay mentioning " Visiteur " (visitor visa). For children under the age of 18, a residency permit is not required in France.
